I have noticed a signifigant decline in his power since he started doing these things. I’ll bet that attack on your moon base wasn’t the only time he lacked the AP to pirate properly. He also stopped attacking things outside Sol recently, amd everything in Sol is way too strong, aside from ‘Joe’s Bar and Grill’. You really should put more defense on that, Emperor Sargas.

"Limited" means no full mobilization, just swat any NCE'er if and as they're spotted. If you're in NCE and haven't yet engaged in hostilities with SPQNR, then you have 24-hours to quit NCE.
