You do not have a license to own a new ship! You can acquire a new license from Comms->Ships or sell a used ship. All new ships need to be authorized by the SOL Corporation via a license. Your first one you get when you get your first ship but when you are given your 2nd ship for graduating you are not given the 2nd license. To get a 3rd ship you will need to buy a third license. Costly I know. I got my 3rd ship last weds.
