And the proper process in New Rome is to make a proposal in the Senate. If backed by a majority (or supermajority in case of a change to the Constitution), the Executive is *ordered* (for the want of a better word) to implement it. Any Senator (so that includes Rostin) could make such a proposal. Whatever the King says goes, but he's not very decisive about lots of stuff, so votes are still held once in a while. :P
