The only difference I see is that the power of ground based personnel doubles. A standard mine is crewed by 350 and it's strength is 700. Science Lab - crewed by 750 (1500 power) otherwise, just set an attack timer, find your information and cancel the attack. And the MK XV fortress gives 300% bonus and is only available through the pledge system.
