A station in orbit, should keep Orbital data, Surface data & Survey data updated. I can't see why i've to get a ship in orbit, to do the scan. I hope u could add this in one of the updates. I think this is a good solution, place it under Electonics / Surveillance - Command center module with Civilians or marines to operate the module.
