It troubles me that SPQNR territory has become a battle ground for other factions. My suggestion is whenever you stop by to do business don't linger. Buy your fuel, sell your mats, unload your diamonds, and skedaddle. We won't interfere with your conflicts but we don't want to be an ambush point. Sargas has a "no overnight parking" policy on MarsMercury. I think we may have to add a similar policy on Luna,(moon).

now, down to business:
The NOP is real. overnight parking (the act of you not being online when your ship is there constitutes 'Overnight Parking' and is forbidden. Violators may be removed to the safe zone (for a fee).
I don't feel a real need to bother my friend TOAA about his
rented space as part of his SSS Sol system mandate.
The only others that are exempt from the 'No Overnight Parking!' law are Imperial Allies. The simple fact that anyone who needs to read that list are only those that are not included in the exemption and as such do not have the 'need-to-know' required.
