Limits on Research?

I was researching two different techs and have reached stopping points. I was researching Combat Drives so i could upgrade some Mark c drives a friend had built for me. I had already reached Mark L earlier and with that as a starting point i was researching higher levels but when i reached Mark LXXVII it recycles back to Mark I. I'm assuming it's a bug since another player has been able to reach Mark C levels.
I've also  run into the same problem researching Railguns and cannot research beyond Mark XLVI. Is this a bug?

There shouldn't be any limit to the tech levels, except the tactical advantages.
