1. Why is there only a top 20? Is there a reason for it?

2. I don't understand the segment "ranking near 'player' ". I couldn't see myself in it. Is there a possibility to view my overall score and ranking?

Your ranking is only determined by your power. You could easily be in it someday. Some of the top players in it today were top players when I joined and I passed them up. Dadds and Aysle I think started after me and they are up there as well. There are also some players in it that are inactive.  So sooner or later anyone can pass them up.

Thank you! But I still interested in why there is no ranking with all players in it.

And why can't I see my own ranking in "ranking near Jazzbob"

Low ranking sometimes will show up actually on the bottom there. Though you usually got to get your power up a bit to get it to really show up there.
