transfer of personnel

I still cannot transfer civilians (I haven't tried Marines) from  a mother-ship to a ship in the hangar bay.  

Un-dock, Transfer, and then Re-dock seems a little ridiculous when all they have to do is walk down the corridors until they get to the hangar bays (or vice-versa).

Or can they only be transferred by using shuttle-craft?
