Multi mission same place / problem

Running my first COM ship - Jiharrr
Finding a NEST mission - Jiharrr
Finding the system - Jiharr
Finding out there is another player doing mission here, for more then 200h 

Problem - multi missions on same place, Why ? btw the I get 0-2653 to help hem...
