In a realistic combat situation, you can only get so much from experience, terrain and tactics. What remains is the raw firepower and defense of your troops.
Science->Combat tactics technology has a maximum level now, in order to keep it realistic and preserve balance.
Players that had more tech level will find the Research Point used for the higher levels reimbursed in the "Available research points" pool.
Standard Maneuvers maximum technology level that can be achieved is level 10. Aggressive Maneuvers maximum technology level that can be achieved is level 5. Defensive Maneuvers maximum technology level that can be achieved is level 5.
Total increase from technology with max tech: +60% Weapons, +60% Shield, +60% Armor
With "Combat tactician" officer, you get an additional 25%, making that with tech and officer: +85% Weapons, +85% Shield, +85% Armor
Combat missions / AI improved
The pirates in the combat missions are smarter now, the ships spawned are tough for any ship within their power. They will employ defensive / offensive tactics, and mix and match the tactics, sometimes having more armor, sometimes more weapons. You will have to try real hard to defeat the pirates. Your combat ship will have to be specifically equipped for combat, in order to get the reward.
You will definitely need some tactical tech bonuses to get them in the first try. You will have to employ strategy and sometimes even bring in more ships, if necessary.
