It seems I waited out alright and manage to graduate.

I am having a problem on step 21. I voted in all sites but I am still not allowed to proceed. Problem is that I voted for some sites earlier does this mean that I have wait for all timers to run out?

I am new captain still in academy (waiting to jump my first interstellar journey). I am would appreciate some company and maybe guidance
