Voluntarily making reparations would go a long way toward making people take you seriously. Return all the mods you stole from GCA ... Pay for the SPQNR station you destroyed ... Etc. etc.

I find one of the easiest ways to gain QP is to anger SSS (and TOAA) and wait until he sets a bounty.
