There are no station hulls that are available that do not have at least 1 slot for module deployment.

This is why it would be a NEW thing. The players wouldn't put these up. They would pay a fee to SOL and then a station hull (just like the ones already at Earth) will instantly pop up orbiting Earth. When a player clicks on it they will be greeted with a nice little character image that I'm sure we all love and a message like; "Welcome to the S.S. Syndicate Embassy! How may I direct you?" and then several options to go to from there like recruitment, bounties, diplomacy, trade, information, general inquiry, etc...

EDIT: The fee would be to make sure we don't just have tons of useless stations orbiting Earth from non-active or One-Man corps
