How can u see how much power Attack, Shield, & Manpower a planet have??  21
And do 2x Planetary Fortress MK X gives 400% bonus ??  12

as far as planetary strength is concerned, it's the same basic formula as ship ratings.

The only difference I see is that the power of ground based personnel doubles.
A standard mine is crewed by 350 and it's strength is 700.
Science Lab - crewed by 750 (1500 power)

otherwise, just set an attack timer, find your information and cancel the attack.

And the MK XV fortress gives 300% bonus and is only available through the pledge system.

Not quite, the bonus only applies to hit points and not power. It just makes them harder to destroy and does nothing to help their own attack.

So a standard mine will have 700 power and 1050 hit points (if my math is correct).
